Regulatory Approval
The PCR needs to ensure that all the regulatory approvals related to the piping works carried out in the project are obtained on time. Piping works, which involve hydro testing, must be witnessed by DOSH for safety compliance during testing, and BOMBA must be witness to all the fire water pipes for fire water pressure testing. DOSH approvals are also required for PMT equipment number certifications connected to the piping.
Care should be taken to ensure that both client’s and regulatory authorities’ approval is obtained from the testing stage to obtain a certificate of fitness (CF) once the system is ready.
It is better to inform the authorities well in advance of the testing plans, so that the officers in the regulatory bodies are available in a timely manner for inspection and testing.
If authority approvals are part of the scope of the client, then necessary follow-up and planning should be established in discussion with the client.
Regulatory approvals as part of the subcontractor’s scope of works must be planned accordingly.
The PCR must ensure that a copy of all the regulatory approval records is maintained for future reference and for mitigation of contractual issues, if any.
