Pre‑commissioning

SUMMARY

As the construction activities in the project progress, the construction manager and the QA/ QC manager together with the client should ensure that a proper pre-commissioning plan is established and rolled out in phases. Complete coordination between the construction and QA/QC teams are essential at this point of the project as this will lead to a thorough examination of the work at the site for quality and technical specification conformance together with the required documentation.

Construction engineers and QA/QC engineers of the respective disciplines must take proactive roles to ensure that their respective discipline line walk, punch list identification, closing, ITRs, test pack and mechanical acceptance by the client are established.

The challenges in pre-commissioning are: poor documentation, tracking of MC line walk punch lists, ITRs and test packs compilation. The QA/QC manager must proactively plan for necessary resources to ensure pre-commissioning activities are carried out smoothly.

For some areas, regulatory approvals are required by agencies, such as the DOE, DOSH, Majlis, etc. This needs to be clearly planned and communicated well in advance to avoid last-minute cancellations and postponement, which can be costly.
